The MISSION of New Image is to: (1) decrease and (2) prevent homelessness throughout Los Angeles County by providing comprehensive Case Management and Supportive Services, housing, job search and placement, outreach, and referral services.

Since its incorporation in 1990, New Image has operated more than forty (40) Local, City, County and Federal programs, totaling more than $35,500,000.00 in public funds.
New Image as a social service provider began providing services to homeless and low-income individuals and families with children, in 1989. At that time, New Image operated one (1) program, had four (4) employees, and an Annual Gross Income of $14,000.00. Today, 18 years later, it operates fourteen (14) programs, provides numerous services, has over 181 employees, and its Annual Gross Income that exceeds $6,000,000.00, however, more then 95% of these funds are restricted, for ‘programs’, only. In September 2007,
New Image achieved a milestone, having provided comprehensive Case Management and supportive services to more than 1.5 million duplicated homeless and low-income individuals and families with children, of which over 413,491 of these clients were unduplicated (meaning they received services only once). These figures represent an accumulation of all clients served for the past 18 years, in all of New Image 14 programs. As of December 2007, this figure had increased to 1,561,143 duplicated clients served and 416,501 unduplicated.

New Image was located at 121 Linden Avenue, Long Beach from 1989 through March 1999, when we moved into the New Long Beach Multi-Service Center (MSC), a project under the 1997 U.S. Housing and Urban Development (HUD) Supportive Housing Program (SHP) Grant. Phase I initially included seven social service agencies; Travelers Aid Society, Shining Stone Foundation, Substance Abuse Foundation, The Veterans Administration, Beyond Shelter, and New Image. Phase II opened in October 2000, which added another six homeless social service providers. Today, there are currently sixteen agencies located at the facility.
The Long Beach Multi-Service Center (MSC) is a one-stop shop concept of case management and supportive services that are provided to homeless and low-income populations. The Agencies located at the MSC have diversified disciplines, a large shower room with lockers, a full-service laundry room, childcare center, message/mail distribution center, clothing closet, a medical preventive health clinic and computer-learning center. All services are provided at no charge to clients seeking these services.
Services are offered to Monday through Friday from 8:30 a.m. through 5:00 p.m. daily.

New Image has had a Transitional Housing Program (Project Stepping Stone) for homeless families with children since 1995, and has expanded its Transitional Housing Program to include twelve (12) additional units that also serve homeless families with children. These families are assisted with job, education, and Practical Life Skills, in preparation for their placement into permanent housing or ownership. This Transitional Housing Program, unlike a lot other, accepts male head of households. The length of stay in the program ranges from 6-9 months.

Project Fresh Start is the name given to the New Image Transitional Housing Program for homeless single women, which opened August 2007. These women will be assisted in the areas of: job search, placement, and retention; budgeting; Practical Life Skills; and other preparation necessary for their longevity and success in permanent housing placement.

In May, 1995 New Image implemented its own Transitional Housing Program (A Project Stepping Stone@) under the U.S. Housing and Urban Development (H.U.D.) $1.00 a Year Leased Housing Program. The target population for this program is Homeless Families with Children. The program offers affordable transitional housing with a comprehensive case management and job development component specifically designed to transition families from a state of homelessness to a stable lifestyle with full-time employment resulting in affordable permanent housing. Project Stepping Stone has two locations as identified earlier. New Image currently has 14 units of transitional housing under “Project Stepping Stone”.

New Image is the largest provider of temporary emergency shelter services in Los Angeles County, during the winter months of December 1 – March 15, annually. New Image has provided this service for over 18 years.

Program Objectives: 1) To provide 200 Shelter beds with meals, to a minimum of 200 homeless, nightly.
2) To provide Case Management services to 100% of all homeless who access the services.
3) To provide financial move-in assistance to 70% of all clients accessing this service.
4) To provide free medical and no cost pharmaceutical to 100 % of all clients requesting these services.

The Year-Round Shelter Program began April 2004. It provides two (2) hot meals and a cot to more than 400 homeless individuals (Mar 15-Nov 30, annually). Additionally, there are 15 Case Managers who provide case management services, and a complete Medical Team that provides on-site medical services and free prescription care. Through case management services, the homeless can secure housing, jobs, and be assisted with entitlement programs.
Program Funders: FEMA, HUD, L.A. City Funds, and L.A. County Funds.
Program Objectives: 1) To provide 400 Shelter beds with meals, to a minimum of 400 homeless, nightly.
2) To provide Case Management services to 100% of all homeless who access the services.
3) To provide financial move-in assistance to 70% of all clients accessing this service.
4) To provide free medical and no cost pharmaceutical to 100% of all clients requesting these services.
II. Other Service Facilities:
A. The Long Beach Multi-Service Center (MSC), a ‘One Stop’ social service facility that houses fifteen (15) social service agencies is the home of three (3) of New Image programs. The center is located at 1301 W. 12th Street, Long Beach CA 90813. The programs New Image provides there are:

The HIV/AIDS Program provides comprehensive case management services and housing search and placement. This program is staffed by a full-time Case Manager and a full-time Housing Coordinator. This supportive team address the client(s)’ unmet needs. Other services provided by this program are: Transportation, and Clothing Vouchers.
Program Funders: HUD and New Image
Program Objectives: 1) One hundred percent (100%) or 120 program participants will receive case management, resulting in the completion of an Individual Service Plan, upon entry into the program.
2) Seventy percent (70%) of the 120 program participants will achieve at least two (2) of the goals identified in their service plan, prior to exiting g the program.
3) Seventy percent (70%) of the 120 program participants placed into housing will remain in housing for a minimum of six (6) months.
4) Sixty percent (60%) of the 120 program participants will increase their income from mainstream health and human services programs, employment and/or entitlements within six (6) months of program entry.

New Image maintains a Street Outreach Case Manager for adults 18 and older, and added hours to the existing Youth Case Manager’s week that are identified for Youth Outreach street efforts. The Outreach Case Managers’ day, consist of visiting places where homeless frequent (i.e.: parks, abandoned buildings and cars, encampments, etc.). Their purpose is to educate and assist the homeless to acquire services that are available to them, such as: entitlements, housing opportunities and options, where to go for free showers and laundry services, free medical, transportation, etc.

Program Objectives: 1) Twenty-five (25) outreach homeless clients, or 23% of 108, will have been placed into housing, and have increased income through jobs or entitlements within three (3) months.
2) Twenty-two (22) outreach homeless clients, or 20% of 108, placed into housing, will receive follow-up case management to assure success and longevity in their placement, for a minimum of six (6) months.
3) Thirty-three (33) or 30% of 108 outreach homeless clients will increase their income through mainstream entitlement programs,, or employment, within six (6) months of program entry.

The Youth Program Provides services to Homeless Unaccompanied Runaway Youth through case management services on site, and outreach services off-site. The ultimate goal is to reunite families, however, sometimes this is not possible, at which time, they are referred to youth shelters that can further address the reason for homelessness, the youth’s unmet needs, and provide temporary housing.

Program Objectives: 1) Forty-two (42) or 70% of the 60 Homeless Unaccompanied Runaway Youth will be placed into emergency, transitional, or permanent housing, or family reunification upon exit from the program.
2) Forty-two (42) or 70% of the 60 Homeless Unaccompanied Runaway Youth will achieve at least one of the goals stated in their Individual Service plan, prior to exciting the program.
3) Thirty (30) or 50% of the 60 Homeless Unaccompanied Runaway Youth who have been reunited, have entered a job development, vocational or educational training program, and/or work-based learning program, prior to exiting the program.

New Image provides an array of services to homeless and low-income families with children. It is our ultimate goal to provide families that are in risk of losing their housing, with not only funds to prevent homelessness, but the tools necessary to prevent a reoccurrence, (i.e.: budget management, Life Skills, job search, retention, and or placement, etc.). For homeless families, New Image will provide financial Move-In Assistance and empower them, also, with the above aforementioned tools, and Case Managers that will continue to work with the families for a minimum of six (6) months, to ensure longevity and stability.

Program Objectives: 1) Eighty (80) or 50% of the families accessing financial move-in, rental, and/or utility assistance will receive their requested funding within two weeks of their request.
2) One hundred twenty (120) or 75% of homeless families accessing the Hotel/Motel and Meal Voucher program will receive services within hours of receiving Case Management services.
3) One hundred twenty (120) or 75% of homeless families accessing Case Management services will be placed into transitional or permanent housing within two weeks of initial access to Case Management services.
B. The Villages of Cabrillo, located at 2291 Williams Street, is the home of one of two Transitional Housing Programs’ titled ‘Project Stepping Stone’ (PSS) for homeless families with children operated by New Image. The other Transitional Housing site is located at 428-430 Cerritos, Long Beach, CA 90802. The services provided to the families in the PSS program are:

New Image has been the Central Coordinating Agency (CCA) for the ‘Housing Opportunities for Persons With AIDS (HOPWA), Hotel/Motel and Meal Voucher Program, since 1993 (Countywide). Any agency throughout Los Angeles County, that has a HIV/AIDS individual or family needing temporary housing and meals, can access funds for their clients, until transitional or permanent housing can be secured.

Program Objective: To provide temporary housing with meals, up to 30 days, a year, to homeless HIV/AIDS clients, who have a housing case plan that will result in their housing placement.

Additionally, this program provides Job Employability Skills Workshops.

Annually, New Image provides a Christmas Store in the Conference Room at the MSC, on-site. The Conference Room is transformed into a ‘Christmas Wonderland,’ full of toys/gifts for all ages. Families are selected from throughout the Multi-Service Center and local agencies, from families New Image serves. All families receive a food basket, and supermarket and Target Store gift Certificates to assist them with their Christmas gift shopping and perishable items needs. Additionally, every child (ages new-born to 18yrs) visit the Christmas store to identify a pre-Christmas toy or gift. Refreshments are served, while soft Christmas music fills the air with Christmas joy, and Santa visits from the South Pole (for picture opportunities).

New Image recently received “Certification” to purchase homes in need of rehab for Low-Income Families with Children found eligible for the ‘First Time Buyers’ Program. New Image can now provide ownership to Low-Income families that successfully complete their programs, financial literacy, and a Credit Repair Program. Program in progress.
